Whats RSCD BA999 in ATIS

Whats RSCD BA999 in ATIS
When requested on ACARS I got following Metar...
OKBK ARR ATIS U 0654Z ARRDEP RWY33L RWY33R RSCD RWY33L BA999 RWY33R BA999 TRL FL150 WIND 300/6KT VIS 8KM NSC T41 DP6 QNH 1002HPA NOSIG CONFIRM ATIS U
My guess is RSCD BA999 stands for "Runway Surface Condition Braking Action" But what does 999 represent here. If its is Good braking action then what are the codes for Good to Medium, Medium and Poor Braking actions?
Is there any app on iOS which can decode METAR if I type it in the box (mainly for offline decoding)

isn't this braking action reported at beginning,middle, end ie 9/9/9 (but should be only classed 1 - 6 ? )
In a snowtam 9 would be indicating 'unreliable'
