You must be a Permanent Resident of Australia. Airservices doesn't provide assistance or sponsorship of visas for overseas applicants.
Training for overseas ATCs is reduced on recognition of prior learning. I believe this is only considered after successful application with general ab-initio recruitment... but if you look at the Airservices web site above, it provides information for people with ATC experience and a contact email.

Conditions are ok (but possibly changing, see union link above). Pay is woeful (most senior ATCO gets less then approx US$60k before tax ~40%). You do get paid a token amount during training... us$10k leading to us$20k then us$30k on rating.
