Question Geneva communication failure procedure

Hello
I am confused about the communication failure procedure at Geneva airport during the arrival phase. According to the procedure :
a. proceed direct to Geneva VORDME ‘GVA’ at last assigned and acknowledged FL;
b. descend to FL100 in the Geneva VORDME ‘GVA’ holding pattern, if already below FL100,
climb to FL100 and proceed to ‘GVA’;
c. leave Geneva VORDME ‘GVA’ holding at FL100 and proceed either to St Prex VORDME
‘SPR’ or Passeiry VORDME ‘PAS’ according to runway-in-use;
My question is should I always proceed to GVA whatever our position in the assigned star even if the arrival procedure contains an IAF. Thanks
