AIUI under SERA VFR is legal above a solid undercast ( “VFR on top” in old money).
When given a VFR crossing of Class D airspace should the pilot inform ATC that he is “VFR on top” ?

The term VFR covers the situation. ATC will have given a VFR crossing clearance, the pilot will have accepted it. In my experience, if the controller has a good "handle" on less than ideal weather, he/she will sometimes add "Advise if unable to maintain VFR".

Won’t make any difference if your route is via the ATZ and latest weather at my airport indicates below VFR minima...(UK)...well certainly in my altitude-restricted CTR...
