ACAS procedures-What is expected of ATC

HI there

Pilots are taught how to use ACAS. We as ATC's know what it is ,but have we been given enough information of how we must reaxt to a RA or TA? what is being taught in the colleges and acadamies? What is ICAO's viewpoint? After reading some of the assumptions of the recent midair over Southern Germany are we really prepared?

I would appreciate your comments.
