APP APS TWR

Hi, I am wondering is it possible to use APS and APP in the same TMA depending on surveillance data coverage? For example APP in the lower part and APS in upper area with radar data coverage.
And do you think that one could combine that with TWR ADI for CTR? Are there any regulations that would be against that?

Does the ATCO need to transmit to a/c some info when APS ends and APP starts?

Nothing beyond "radar service teminated", I imagine. Don't see why/how an ATCO's currently utilised rating endorsement would be of any interest to the airspace users.

It's allowed, done because of poor radar coverage in some areas or below certain levels.
It's also possible that you are servicing multiple airports, but for the same reasons reported above, some are worked using surveillance and some not.

Thanks, do you know maybe where is the ATS unit so there would be APP and APS done by one ATCO position?
Or maybe there is APP/APS/TWR one ATCO unit?
