LBA/EGNM SIDs

In the last few minutes I have heard a pilot query with ATC whether or not there is an intermediate altitude on the NELSA SID. I know it's FL70 but it doesn't appear to be common knowledge among some members of the pilot community. Pilots of several airlines flying from LBA have been known to make this query regarding other SIDS as well. Isn't this information published and if so why does there appear to be frequent difficulty finding it ?

Does this happen at any other UK airport that utilises SIDS?

Three level restrictions on the SID: At or above 3000' at 12D POL, at or above 3500' at D10 POL, level at FL70 at NELSA. Plus the "thou shall not climb above FL70 until cleared" box.

That's not to say that this information appears on the Jeppesen/LIDO etc. charts....
