ATC expected descent SPD. vs low CI SPD

Are low Cost Indexes (CI) with corresponding low programed descent SPDs effecting ATC seperation?
Also without any STAR restrictions until 10,000' is it expected to transition from MACH to 300kts IAS as standard unless instructed otherwise.
I have observed with Managed (Airbus A320 - A380) SPD and low CI sometimes the IAS on descent can reduce below 280kts. I request that 300 kts be maintained unless a lower SPD is required or requested by ATC.

I fly my VNAV econ descent speed unless asked to do something different by ATC. If it's 250 kts, so be it, but I usually tell them.

Ryanair is descending with IAS 245 but they still accept to increase if needed to grant separation

But I noticed,that most of the time they still don't like to maintain more than 250kt when below 100 even if asked.

Maybe it depends on the skipper and how much he likes to strict to the fuel policy:

1)During my last shift I had one of them sailing at 245 and the number 2 running fast short behind, there was no problem at all for them to speed up to 280.

2)It occurred to see some ryanair folks descending at 310KT without being asked

3)Some others tried to refuse to increase because happy to keep the speed steady at 245 all the way down
