Standard 'S' in ICAO flight plan

Standard 'S' in ICAO flight plan
Hoping for some help with the semantics of Jepp (and other) instructions to fill out ICAO flight plan.
I was always under the impression that S under Item 10 Equipment simply meant standard equipment - ie VHF, ILS, VOR and ADF (V,L,O,F) - however on reading the route manual from Jeppesen I am not quite sure...
The statement is as follows:
'S if standard COM/NAV/approach aid equipment for the ROUTE TO BE FLOWN is carried and serviceable. (see note 1).'
Note 1: standard equipment is considered to be VHF RTF, ADF, VOR, ILS unless another combination is prescribed by the appropriate ATS authority.
My question I guess is can you file S on an international flight plan if you are not equipped with an ADF - as is getting more common these days - for a route that does not require an ADF for navigation? Or is it possible to file S if you are equipped with V,L,O,F but are not RVSM compliant when you are planning a RVSM altitude on a route? Etc etc.

I might be wrong, but I believe the IFPS will automatically reject a flightplan with a vertical profile entering RVSM airspace, unless the letter W is entered in the Equipment field.

.....and all the old rules and designations are changing in November......
W required for RVSM, or it will be kicked out of the system, as will missing the Y for 8,33 in the airspace requiring it.
