what is the rule of surface wind information to aircraft on final, 2 mins average ?or latest wind?

In the UK, most IFR airports give 2 min average but can pass 'instant' wind on request.

Le Petomane was famous for passing instant wind. As were quite a few RAF controllers after a dining-in-night
radarman is offline
