Expect higher?
Would an aircraft departing EGLL ever hear this clearance?
"Big Jet 88 is cleared to the John F. Kennedy International airport via the Compton 3G departure, as filed. Maintain 6000 feet. Expect FL 300, 10 minutes after departure. Departure Control frequency 121.2. Squawk 4234."
I'm led to believe that expect altitudes are not part of the routine UK ATC procedures? Any language in lieu of that or does it simply not exist.

working in an en-route centre I remember reading a best practice guide a few years ago that advised not to say "expect FL300" etc. The reasoning given being that some pilots, particularly those for which English is not a first language, could misinterpret it for a command to climb to that level.
Instead we were advised to say "expect higher" if a request was made, or we had to level off at a flight level below that filed.

It's to do with loss of comms.
If you lose comms with ATC you continue on your Flight Planned route and in this case you can climb to FL300 10 minutes after departure as this is what the enroute ATC will have been briefed will happen.
At least that what I was taught
