ICAO ref.atc message

I was reading a book about ATC and followed a link to this page

When you click on the listen button she says, "climb TO 5000" is this correct terminology? I was under the impression that the word altitude should be used instead of "TO", standing by to be corrected

According to 4444: Climb to altitude 5000 or climb to FL 150
