Netherland Antilles ATC

I just read a company (NavCanada) memo that this group Netherland Antilles ATC INC (NAATC) have bought some equipment from NavCanada. The thing I find most interesting is that there is a FIR and ACC there. Anyone have any information on this group and how an old and cold controller can end up there?

Guam? Well it is warmer than Canada, of course most places are. Mostly having some fun but will keep both in my back pocket. Thanks
