EG R313 (Scampton) status
Coming down the east coast today, my planned track took me straight over Scampton, the centre of R313. Humberside told me that R313 was "active", then, when I had turned 45 degrees to avoid it, handed me to Waddington who told me it was "cold" and allowed me to cross it. No big deal, and maybe the status did suddenly change in that 3 minutes, but I wondered if I'd missed something in the phraseology.
Does "active" = "hot" and "inactive" = "cold", or does "active" simply mean "it might be hot or cold from time to time but we don't have the detailed schedule so you'd better ask Waddington"?

The operations of EGR313 are overseen by Waddington and, because it is a permanantly active restricted area, unless Humberside are told otherwise by Waddington they have to assume that it is active.
I don't know if this is still in the Humberside MATS Pt2 but it used to be.
If you're ever in this position again, I would recommend that you either ask Humberside to clarify with Waddington what the score is, or even better, contact Waddington on your 2nd box to ask them directly.

SFC - ALT 9500
Restrictions are in force during the period 0830 to 1700 Winter and 0730 to 1600 Summer Mon-Fri inclusive and when otherwise notified by NOTAM whenever the Red Arrows are carrying out formation aerobatic and display training. Information on the Red Arrows training may be obtained from ATC Scampton telephone 01522-733055, or by radio to Waddington Zone on 127.350 MHz/249.850 MHz.
Non-radio aircraft may be able to obtain a pre-flight clearance by telephone to ATC Waddington 01522-727451 / 727452. SI 1996/209.

Waddington inform Humberside when R313 becomes active and then when it finally becomes inactive for the day. They are not told when individual slots are being flown, so there is a decent chance that you will be able to cross with Waddington even though H'side have it down as active.
