250kts below 10,000' in New Zealand

Hi, can someone tell me why the jets ask if there is any speed requirements when they contact control on descent?
CAR Part 91 does have a rule regarding aircraft speed; to be at or below 250kts below 10,000ft but this doesn't apply in class C airspace.
This question pertains to the initial descent, not the STAR and its associated speed restrictions.
