What we should do is introduce emissions trading for aircraft. Open an office in Wales then staff* it with people who know nothing about aviation and nothing about emissions trading.
We need then to make it law and offer stiff fines/imprisionment if aircraft operators dont follow the law which nobody understands.
Also we could ask that aircraft operators use the Eurocontrol PAGODA system to monitor their emissions, knowing that it does not actually work, just to waste a bit more time.
Finally we could change the Law to suit us as we go along and get the aircraft operators to fund it so its FREE!
It wont actually save the world but it makes us look like we are doing something.

* Job for life plus final salary pension plus dont come to work if it snows plus 9 to 5 hours plus free I am saving the environment car sticker.
