NOCA?
You may be referring to NOTA which was previously controlled by Shanwick Oceanic but is now operated by EINN UAC.This portion of airspace lies to the North West of Ireland and within which a full radar service is provided from Shannon.

Seems a legit source. Assuming you are referring to the NOTA, hope this is what you are looking for. AFAIK airspace is still Shanwick (EGGX) but delegated to Shannon as detailed in the link above.

Sounds like a good excuse for pulling oceanic off track early thus reducing the workload on Prestwick. Indeed, you could imaging a significant chunk of Scottish being out of a job. Anyone for a Eire/UK FAB?

I believe there already is a UK/Eire FAB, the NOTA predates this, rather than a "significant chunk" of Scottish being out a job, not one single person has actually suffered. Shannon ATC are doing a good job out there.
But then again I worry too much
