Extraordinary ELPAC statistics from Portugal

From the latest IFATCA Controller magazine, "Focus on Portugal" -section, a story about English language proficiency test experiences in Portugal:

"Not a single controller that has sat the test has failed so far, and in fact 95% of the controllers tested passed level 5."

So they are with a straight face trying to tell us that 95% of Portuguese controllers are level 5 English speakers?? No offence, but somehow I find that hard to believe! What's the story elsewhere?
