Changing of Freq

Is there stated anywhere that ATC must give the freq to pilots to change?

Can i just ask the pilot to contact radar instead of telling him the freq to contact? what's the take on this as i think its ridiculous esp since pilots suppose to know the freq they will b calling and also they alway read back the freq wrongly... (not everyone thou)

so is there a procedure anywhere in icao or FAA ??

Seems pretty clear cut to me.

NeoDude quotes the UK case but it is different elsewhere, such as in the USA where often it's just a "contact departure" with the pilot picking the frequency up from the departure plate.

The ICAO answer is probably to be found in this document.

What is so difficult in giving the frequency? Even R/T intensive EGLL Dir can manage it...

Sometimes frequencies go offline - so although then you would revert to telling pilots what the replacement frequency is, why can't that be done all the time instead of expecting pilots, who actually are busy in some stages of flight, the frequency instead of them having to lok at the plates??
