Looking for the Manual of Air Traffic Services Part Two

If you mean you have lost your copy.. Where did you last have it? It can't just get up and walk off on its own?..

I'm not sure that it's a "confidential" document, but the MATS part two is of no relavance to anyone but to the ATC team that work at any particular airport.
Even the UK CAA SRG haven't a working knowledge of individual unit's documents, they merely approve the initial document and subsequent changes.

All MATS Part 2s are specific to each (civil) ATC unit and certainly, in respect of NATS these are confidential documents which contain what's considered as being security-sensitive information, and are password-protected; they are not available to the 'general public' i.e. to non-NATS staff.
The CAA's Safety Regulator also has copies but as these are not the CAA's 'intellectual property' but are NATS' copyright, these MATS Part 2s are also, not available under the FOI.
Can't comment as regards other ANSPs, however.

Any NSL Part 2 is most certainly confidential. There was a spate a few years ago of certain ATC managers from other ATC providers in Europe trying all sorts of ruses in an attempt to get their hands on some of NSL's flagships units' Part 2s.
