NASA investing in ATC research

What do we think about NASA awarding 12 Million $ into a research project into the future problems for the ATC industry. Mainly University based with a handfull of corporate ATC service providers. A good investment?

While i think looking into future problems is very worthwhile should they be doing this through Universities with no hands-on experience in the industry?

Does this mean a load of scientists trying to tell experienced controllers they're doing it all wrong?
