EMA - Taxiway Sierra and Ground ATC

EMA - Taxiway Sierra and Ground ATC
It says on NOTAMS that Sierra is used by DEPARTING aircraft, and that landing aircraft should request sierra from ATC for rwy vacation.
Shome mishtake shurely? It's at a midpoint on the runway! Who's using Sierra to takeoff from? Do they enter the runway then have to backtrack halfway down 09/27?
2) Do East Midlands ever use the ground frequency 124.900? Surely it's neither big nor busy enough to warrant this?
Just a thought, grateful for any answers on these.

The reason for the Notam was that some airlines had taken to trying to vacate at Sierra on a regular basis and during the daytime it is very likely that there will be a light A/C at the hold doing power checks/waiting for departure.
not a problem if you ask on finals, or on 09.
As for ground 121.9, then its in use on a regular basis-yes we are busy enough at times!, normally for the slot one deps in the morning, and as needed during the day and overnight-the limiting factor is staffing, not all watches are fully manned/validated at this time and so cannot cover as much as we would like-supervisors (like me) will take into account likely traffic levels/staffing and try to work out the best times to open-more an art than a science!
