I am not aware of any studies that talk about mixture of levels of fidelity of training but it has been an interest of mine for some time and I am actually working on some unique capabilities in this area. The theory is a bit like learning to fly, when you start out flying, you can either keep the wings straight and level or talk on the radio but you cannot do both. If you were to come into the cockpit with radio communications as second nature then you have more capacity to deal with flying. Likewise in a tower Simulator (at least a good one), the experience can be overwhelming for new controllers, so much so that it really can be a wasted investment of time. If however you could learn about specific procedures and phraseology so that teh basics were second nature, before you went into the simulator, you are getting a much better return on investment. The trouble is in my opinion, the tools used today to do the prep work are very boring and not hugely effective. You can only do so much with classroom theory and bland computer based training programs.
