Radar courses
Not sure what 2 dogs means but there is one more this year planned for August and is almost certainly full. The priority is for tower controllers until next year.

Real men don't need radar
I'd make sure you've done the non-radar course first so that you can cope with that "once in a lifetime" situation when the rain falls, the drains clog, the radar room floods, the lifts don't work and you have to walk up "x" flights of stairs to the tower at the beginning of a night shift and take over, for a "quiet night shift".

Having no idea to argue with you ,because you are more experienced than me. It is just a pity to have bad relation.
Regarding ADS-b vs. classic radar facility it field for enormous thread.
In a few words:
-I have ADS-B in my unit. We got it for free. Picture is quite good even on PCII. Price per station is 500EUR!
-We introduce a state of art facility with standard equipment ( Radars and so on). I am highly involved in this process and I may say that I am very familiar with this issue. We will spend just for radar picture around 10 000 000 EUR.
- airliners must pay very high unit rate, because we must invest a lot of money to have reliable service.
-When you count all those things( this time I wouldn't analyze deeper) it seems that it is cheaper to introduce ADS-B and set the rule for everyone flying trough such region to be equipped Mode S rather than "old" system.
-You probably know better than me but airliners and ANSP aren't placed at the same table

I am also heavily involved with the ADS-B issue here in the Gulf, and while your figures on ADS-B costs are correct (although I have a feeling you are getting ripped off if you are paying 10,000,000 EUROs for a radar picture! You can get a lot of radar heads for that price!) that doesn't remove the fact that there is no point having full ADS-B coverage if you don't have all your customers ADS-B capable. Secondly there is no point having full ADS-B coverage if you don't have the laid down ADS-B separation standards to use it.
With the Gulf generally having an open skies policy, everyone who wants to come in can come in, which means there is no way we can force all aircraft to be ADS-B capable. That is my point. Therefore we are stuck with radar heads a long way into the future.

To answer 2 Dogs' point, we have two ways of getting into radar in Dubai. One are the local ab initio guys who, having gained experience in the tower for a number of years go on a rating course at the local Aviation College, after which they do an extended 'induction course'.
The second are the experienced expat controllers already rated and experienced (at least in most cases, but I won't go there). They arrive and do the 'induction course' for them to familiarize themselves of the Dubai environment.
Hope that helps to clarify it for you. No 'paid' courses either way.

To my knowledge nobody has failed the induction course or failed the validation. There is a story however that one Swiss that didn't make it came from a very low traffic background. That said you are expected to validate within a timeframe.
