This is happening more and more. ATC at TLV is said to be on verge of collapse

Simple - what really happened? It might be in English, but far from aviation one... Flight inspector? Only 1500m? What was Israir doing, departing, landing?

Try substituting "air traffic controller" for "flight inspector". It's quite clear then.

FWIW, the Hebrew for "controller" and "inspector" is the same word: pakach.

Nevertheless, the Jerusalem Post's syntax left a lot to be desired.
