Why is ATC not an international business???

Short answer.....politics.
Many states have their own set of peculiar rules and regulations and the UK has more than most. The UK promotes a single sky in theory, but shrinks away from even basic implementation in practice.
"talk the talk.....but not.... walk the walk" as it were. For example, if Eurocontrol is such a good idea, and so many Brits want to be in charge and dictate policy and practice in Europe, then why does NATS shy away from full Eurocontrol integration? If one set of global ATC rules is adequate for most of the aviation world then why does such a small piece of airspace covering the UK have so many differences?
Same thing comes down the food chain concerning jobs.....a rather bombastic attitude of ..."we want to be in charge of everything but we're not actually going to do it ourselves". One globally accepted ATC licence with full recognition has always been a dream.......I fear it always will be......until ICAO issue licences instead of individual states.......and all states operate to the same set of rules.

I really wonder what is the use of having ICAO?.......Since it seems to me everybody does there own thing...The only real wonder coming out of ICAO is most likely the 4 letter airport ident. But other then that wow pretty useless. I would really like to see them emphasize on the international more.....but that is my dream to be hehe. And yes an ICAO licence for pilots and ATCO would make the aviation business more of an open trade. After all the companies still have the power to decide who and when the hire people but it would be nice not to hear you are not qualified when well u have been doing that exact job for X years. Right?

No : we are a democratic country wich is ruled by law :If you want to apply for an ATC job at Nice Airport or Aix en Provence en route center, get the points you need waiting in the queue asking for this job by spending 20 years (at least...) in Paris, Reims or Le Havre....well known for their Mauritius look alike climate and no stressed way of life....

That it is the point!But who made those rules and laws? We made it. Of course we set it under democratic procedures and now it is part of legal system. Just small sentence in laws protects our best sons& daughters. Among list of conditions for ATCO license in many cases all around the world is written:... applicant must have citizenship of our country.
If I would like to move I will move to better conditions. So if I work at bad airport , with bad climate, bad operational procedures and low salary I wouldn't change the continent for the same
