METAR related problem

Hey

Just been doing a bit of work for me Met progress test (at Hurn College) and am having a problem.
All the info I have says that METAR's are produced by a Met observer at the airfield then subsequently used to form TAF's. This I get. However I've also been told that there are few Met observers at airfields these days. I checked the AIP which confirms its qualified Met observers that produce Metars. Can somebody please help a poor TATC?

At most NATS units METARs are produced by ATSAs using SAMOS, Semi automatic met observation system or something. All the ATSAs are suitably qualified

At Non-NATS airfields you will probably find the ATCo's or ATCA's are official met observers. They produce the Metars and the Met office produces the TAF based on the Metars.
