Pure speculation
Would it not be prudent to compare Civil Aviation regulation requirements for ANS providers against Emirates Airlines qualifications and track record in the ANS field.
If Serco is up against Emirates my interpretation of the regulations is no contest.

This rubbish gets thrown around every time there is a contract renewal. The contract is signed late every time because it takes some posturing from both sides before pen gets put to paper. Everytime there are stories about every company under the sun taking over the contract. 2 contracts ago here it was NATS that was going to take the contract, and then last time it was GCAA with all direct hire. Last time at Abu Dhabi airport it was NATS again (or was it Irish Air traffic control, I can't remember). This time the story is Emirates airline. As I said the usual rubbish.

Throw a dyce, stab in the dark long enough and you just might hit something, but I don't think you're anywhere near the mark on this one.
As I said before, this is the usual rubbish that gets rolled out by someone every time there is a contract renewal due. But if you all want to waste your breath, like the guys did when the area centre contract was due up, then fill your boots.

Before this gets completely out of hand and in the realms of the conspiracy theorists, Emirates is not in the frame nor are anyone else. The contract did not go out to tender and no bids were invited from anyone except Serco.
The Sheikh does have control as he is the President of the DCA (and of Emirates), however the two are entirely separate entities.
And wouldn't the Sheik want to take over himself, as a prestige-thing?

You big spoil sport Red Dragon, you ruined all their fun.
And F3SS, the rostering of the 7 man roster is easy on the night shift when you have to give 20 NM spacing, that is, have everyone plugged in for the first 3 hours of the shift, and then as supervisor spend the next hour filling out paperwork.

Who are you kidding '....as he is the President of the DCA (and of Emirates), however the two are entirely separate entities' ...is that why when things don't suit business plans and duty hours the relevent rules get changed?!
Am also a bit confused, you said: 'The contract did not go out to tender and no bids were invited from anyone except Serco.' If no tenders went out then why would Serco have to bid???????
ANSA, hang in there mate! At least now we have all the time in the world to do the paperwork! ....and yes I am being saaaarc-astic!
