Don't forget that in e.g. the USA, CAS doesn't mean what it means here. So while all small airfields with towers have a block of class D, no clearance is required to operate inside it VFR - in fact, the rules are very like our own ATZ as far as VFR traffic is concerned. So there could just be a terminology confusion here if some of the participants in this discussion are from the USA.
