Vehicles with R.T. to A.T.C

Any one know any information on a CAA Publication that states all vehicles on the apron must be in contact with Air Traffic Control or an Airfield operations department as of March 2007.

I do know in some place this already happens but at some it is only the RFFS and the local authority that can speak to ATC but it looks like from March next year all handling agents fuelers etc will net to be able to commmunicate on the R.T.
