Level bust

I am aware that a certain southern east european carier did managed to do it at luton as I work for them. My question is: is it a NATS directive or do you (controlers) guys do it of your own back asking to "check climb profile". i'm asking as it really becomes a bit tedious after all this time. I dont feel bitter about it , I dont know the crew involved , and I'm leaving soon. I'm just plain curious.
