helium balloon release

Can anyone help with the contact details or form or procedure to request permission to relase some ( about 800 ) helium balloons in for a charity bash ?

The Civil Aviation Authority should be contacted if 5000 or more balloons are being released. If your release is fewer than 5000 balloons, no action need be taken unless an airport is close by. The CAA telephone number is: 020 7453 6585 or 020 7453 6599 and ask for Mr Miller.
The postal address is:
Airspace Utilisation Section, Directorate of Airspace Policy, Civil Aviation Authority,
K102, CAA House, 45-59 Kingsway, London WC2B 6TE

Airports within a ten mile radius of the release should be contacted direct.

Quick.......but not quite correct!

The book of law (in the UK) says
A person shall not cause or permit:
(a) a group of small balloons exceeding 1000 in number to be simultaneously released at a single site wholly or partly within the aerodrome traffic zone of a notified aerodrome during the notified operating hours of that aerodrome unless that person has given to the CAA not less than 28 days previous notice in writing of the release;
(b) a group of small balloons exceeding 2000 but not exceeding 10000 in number to be simultaneously released at a single site:
(i) within airspace notified for the purposes of this sub-paragraph; or
(ii) within the aerodrome traffic zone of a notified aerodrome during the notified operating hours of that aerodrome;
without the permission of the CAA;
(c) a group of small balloons greater than 10000 in number to be simultaneously released at a single site except with the permission of the CAA.
The ANO Article 97 is the legislation.

In summary, if you are letting 800 go, and they are all less than 2m in diameter, and you are not within 2.5 miles of an airport.....then you should be able to do it without asking permission.
