Some News on the ATM Eurocontrol Program

EUROCONTROL, the European Organisation for the Safety of Air Navigation, has launched the new European Safety Programme (ESP) for Air Traffic Management (ATM). The aim of the Programme is to focus on safety enhancements in those areas where the greatest benefits will be obtained and, by the end of 2008, to further develop the maturity of ATM safety systems across the ECAC States.
The European Safety Programme is designed to follow up on the success of the Strategic Safety Action Plan (SSAP), launched in the wake of the Ueberlingen accident in 2002, whose implementation has had a substantial and measurable impact on European ATM safety.
However, given the substantial growth in air traffic predicted between now and 2020, further action is needed to reduce risks, both in the air and at airports. To this end, the ESP addresses five identified high-priority fields: implementation and support of European safety legislation/regulation, incident reporting and data sharing, risk assessment and mitigation in day-to-day operations, system safety defences and safety management enhancement.
“The European Safety Programme is a new challenge for all of us” said Mr Tony Licu, ESP Programme Manager. “It combines elements of safety management, safety regulation, as well as the relevant work related to ATM system safety defences. The ESP is looking forward towards 2008 and aims to raise safety standards in the light of air traffic growth. Moreover it has been designed to satisfy stakeholder demands for implementation actions that are visible, measurable and will achieve results in the short term. ”
The ESP was launched at a workshop held at EUROCONTROL, attended by delegates from the European Commission, airspace users, the military, senior managers from State ATM regulation organisations and air navigation service providers, air traffic controllers and other aviation professionals. The aim of the workshop was to foster the widest possible awareness of ESP and to discuss ways of improving stakeholder involvement and delivering safety enhancements. Special emphasis was placed on incident reporting in a “just culture environment".
