ATC Licensing

If someone passes the intial training at the college but does not validate at a unit within 5 years do they need to re-sit the whole of the intitial course, or just do an APC.
I ask this because I hear frm some poeple that you do but others say that this 5 year thing is not mentioned in CAp744 ATC Licensing- the only 5 year rule is for ATC license holder who have not held a validation , during he last 5 years,in a rating they intend to train in - in which case they need an APC
