SESAR: Europe modernises air traffic control

Jacques Barrot, Vice-President of the European Commission and Commissioner for Transport will be at Eurocontrol tomorrow to launch the SESAR industrial project. SESAR is a new-generation air traffic management system which will be vital for managing the growth in air traffic. SESAR will boost the safety and the environmental performance of air transport and will ensure that Europe remains at the forefront of the world aviation market. The Commission will develop this major industrial project together with Eurocontrol and, in a second phase, with industrial partners.
Jacques Barrot, Vice-President of the European Commission and Commissioner for Transport stated that, “Europe will have the most effective air traffic control infrastructure in the world. By making air transport more efficient SESAR will add around €50 billion to European growth. The project will create almost 200 000 highly skilled jobs.”
Growth forecasts for air traffic in Europe show that traffic is set to double by 2025, and even triple in some areas. This growth will not be possible without a complete overhaul of the air traffic control infrastructure to optimise air routes and eliminate congestion. SESAR will also enhance air transport safety, which today is hampered by ageing technologies and fragmented air traffic control. Lastly, SESAR will reduce greenhouse gas emissions by 4% to 6% per flight.
SESAR is the technological part of the single European sky initiative, launched in 2004 to reform the organisation of air traffic control. It will introduce new communication, control and computing technologies between the ground and aircraft which will optimise the work of air traffic controllers and pilots. Today, while the cockpit is becoming increasingly automated, controllers and pilots still communicate by radio.
Like Galileo, the project is organised in three phases.
The definition phase (2005-2007) to be launched tomorrow sets out the road map, i.e. the technologies to be deployed and the methods of organisation, and will cost €60 million (50% from the European budget, 50% from Eurocontrol).
The development phase (2008-2013), which will focus on systems design and producing the key systems components, is estimated at around €300 million per year (the European budget, Eurocontrol and the industry each funding one third).
During the deployment phase (2014-2020) the system will be financed by the industry and installed widely across Europe and in the associated countries.
