ATC job description

Anyone who can assist with an ATC job description (ADC,APP,ACC non radar)? Want to create an autonomous entity with own job descriptions. Currently we still in Government and have the public servant job description (pushing pen and tin together).

SAFE, Efficient, and expedious movement of aircraft.

Note that controllers put "SAFE" first.

Mike, NATS used to have a similar mantra of "The Safe, Orderly and Expeditious" control of air traffic in the UK. Not sure if this is still the case, but it was above the doorway into the College of ATC.
