PRESTWICK AIR TRAFFIC CONTROL CLEARED FOR TAKE-OFF
Dr John Reid announced today that the Government has authorised the
National Air Traffic Services and the Civil Aviation Authority to
sign a letter of intent with Sky Solutions for a major multi-million
pound contract - the first step towards the new Scottish air traffic
control centre at Prestwick.
The Minister for Transport said that the Government has given
National Air Traffic Services (NATS) authority to finalise
negotiations on an initial design and development contract which is
the first phase in delivering the new Scottish air traffic control
centre at Prestwick. The announcement marks the first step towards
the fulfilment of the Government's firm commitment to NATS two centre
strategy and the New Scottish Centre (NSC).
Dr Reid commented:
"I am delighted to announce that we have given NATS the go-ahead to
take an important step in delivering the new Scottish Centre. The
first phase will secure all of the statutory consents for the NSC
building and it will allow a detailed design for the building and
computer systems for the new centre to be developed.
"Perhaps more importantly we expect this first phase of the NSC to go
a long way in producing a sound framework for delivering the new
centre when it is needed while at the same time securing the best
deal for the taxpayer, the travelling public, NATS and for Scotland."
NATS and the Government have concluded that a first phase design and
development contract is the best way to allow NATS the opportunity to
modernise its operational infrastructure so as to best meet growing
demand, as well as ensuring that the NSC fits within the Government's
wider plans for the public private partnership (PPP) for NATS and
delivers best value for money.
Dr Reid also announced that in order to assist NATS in taking the
project forward, NATS and the Government would work with external
project managers in delivering the NSC.

1. Sky Solutions is a joint venture company comprising Lockheed
Martin and Bovis. Sky Solutions secured preferred bidder status for
the design and development of the New Scottish Centre following an
open tender process.
2. The Government issued a consultation paper on its preferred option
for a public private partnership for NATS in October 1998. The
consultation period closed on 31 January and the Government is
considering the responses received.

Keep watching the field beside the Scottish Area Control Centre, as soon as the ink is dry on the NSC Contract it is hoped that there will be a bulldozer out in the field there just to prove that work has finally started on the building.
