Question Terminal charges - France

Would appreciate if someone in the know can help me with this one - I work for a small corporate outfit and am used to the normal accounts from Eurocontrol - this week we received a statement of account for Terminal Charges from the DGAC France for all the flights we've operated to France since '99. Are France the only country within Eurocontrol that levy these seperate charges, apart from the normal Eurocontrol fees? Enlightenment in this regard would make my day.
