NATS’ Price Controls From 2006

So, after praising NATS' recent performance improvements, the CAA is proposing price controls on NATS that equate from RPI minus 4.5% to 5% from 2006 to 2011.

Assuming they are adopted where, without affecting service delivery or screwing staff T&Cs, are the savings likely to come from?
