Question DH vs MDA pressure error correction

My question to you ATC guys is regarding a circling approach off an ILS and its effect upon pressure error correction to your DH/MDA.

For example a normal ILS brings you down to a DH of say 200 ft, whereby a PEC (or 50ft) is applied but if you are given a circling approach from an ILS, you are now looking at an MDA which is usually in the order of say 600-900 ft AGL. Is this still considered a precision approach, and hence should a PEC be applied to this new minima?

A good example of this situation is found by looking at Tamworth NSW Australia, ILS DME R/W 30R- if you are in Aus.

What is your interpretation tower guys?
