Question Interesting approach LCY

Did an interesting app into LCY yesterday (1st Oct). We were cleared localizer at about 10NM out. Then we were taken out to a heading 80 degr off. In the mean time the controller cleared no. 2 for the ils without explanation. Therefore we asked about his intentions. Upon that the controller made us no. 1 again and said there was rwy congestion. Thames: we are there to help eachother. We don't mind: but please ask and explain. Otherwise we ask some questions!
