Oceanic Clearance And Mnps??

HEY EVERY ONE, JUSTOUT OF INTEREST.
IF UR BEING SENT DOWN FARO OR MALAGA ETC, AND BEING ROUTED VIA OVER CORK, KORUL THEN SANTIAGO THAT ROUTING TAKES U THROUGH MNPS AIRSPACE FROM FL285 - 420.
IF ON YOUR FLIGHT PLAN THEIR IS NOT AN X IN ITEM 10 TO SHOW THAT U R MNPS COMPLIENT SHOULD U ACCEPT A CLEARANCE INTO MNPS IF OFFERED? IS ATC JUST BEING HELPFUL OR HAVE THEY NEGLECTED TO LOOK AT THE PLAN TO C IF UR COMPLIENT? WE ALL KNOW IT HELPS TO GET UP AS HIGH AS U CAN SIT ON THE LONGER FLIGHTS.
SECOND QUESTION
WHAT IS THE SIGNIFICANCE OF BEING OFFERED AN OCEANIC CLEARANCE? DO U NEED AN OCEANIC CLEARANCE TO GO INTO MNPS. ALSO IF U ACCEPT IT R U SAYING THAT U HAVE ALL THE SAFETY EQUIPMENT ON BOARD TO ENABLE U TO OPERATE MORE THAN 400NM FROM LAND.
JUST REALISED I POSTED IN CAPITALS, SORRY.

If you are in my sectors [domestic airspace] I don't consider myself to be in any way a policeman. If you volunteer information that you are not RVSM equipped for example, I will issue clearance accordingly. Occassionally we receive contradicting data, or incomplete data, which requires us to ask for clarification......this could be to confirm route/requested level/8.33 capability/RVSM status. I would assume [deadly sin in ATC] that Shanwick would ask in similar circumstance. Personally I trust in a pilot's competence and professionalism not to ask for something he/she is not entitled to.
