Thought it was odd that advice was out for aircrew but not directly to ATCOs. Here it now is:

Did I read it correctly ?..and does it cover ATSA's in an "ancillary mode"......Will that mean it applies to ATE's also?

No, it applies to controllers only, and even then not students.
