TRI recuirements

Have hered that the recuirements to become a TRI is in JAR-FCL 1.365. Can anyone help me find that on the net.
And what is the exact meaning of FTO and TRTO?

An FTO is a flight training organisation and a TRTO is a type rating training organisation.
