Goodmorning !

How does an ATPL get unfrozen, is this just the experience demand (1500 hrs incl 500 MPA etc,...) or is there a skill test involved ?

Does the CAA alow FO's to get their full ATPL ?

Can somebody apply fullfilling the demands for a full ATPL but not having the license itself (is this justified ?)

Yes FO's can have full ATPL's. The type rating doesnt say pilot in command, thats all, if remember rightly.

Apply for what ? If you mean job as FO, then yes, you need a frozen atpl, although the company may have higher entry requirements. (e.g. heavy jet, or efis experience).
