Initial training at the NATS college = 74 weeks, initial training at one of the independent colleges = 12 weeks - what am I missing?

Well, you're missing quite a bit is the short answer. ;)

Initial training means two entirely different things here.

At NATS CATC, initial training = 74 weeks:


Aerodrome course (1st part);
Flying training;
Aerodrome course (2nd part)
Aerodrome OJT (On Job Training);
Radar Skills course;
Area course (1st part);
Area OJT;
Area course (2nd part).


Or at least it was when I was there, and was 6 months shorter if you went approach instead of area.


At the independant colleges, initial training = 12 weeks:


Aerodrome course.


And thats it. If you were to do the other ratings at one of the independant colleges, it would take you nearly as long.

They just do things a bit differently - NATS all at once, non-state more gradually, probably going back to your airport and validating each rating as you get it.
