Saw a KLM 747-400 at KIAH yesterday with just one winglet. Would this have any impact on performance/handling ?

Allowed to do this in MEL I believe.
There would be an impact - a higher relative fuel burn due to higher induced drag, and no impact on handling would be my guess, but I don't drive em so dont know for sure.
Permitted by the MEL with a 8000 kgs takeoff weight penalty and something like a 2% fuel burn increase.
