Refuelling regulations

Hello
I have read that in some countries airliners are not allowed to refuel while passengers or on or boarding the aircraft for safety reasons, but in the UK it is OK as long as the seat belt sign is switched off during refuling-is this correct?

Have a look at JAR-OPS (http://www.jaa.nl) , inparticular JAR-OPS 1.305 and Appendix 1 to JAR-OPS 1.305. This explains the situation under JAR.
