For minima purposes, is the B767 a CAT C or CAT D aircraft?

Not strictly true, the 767-200 like the 757 is Cat C; the 767-300 is Cat D. Same applies for Take Off minima.

Thanks for that. Was the 767 that went down in Pusan, S. Korea, last April a -200 or a -300 series?

It was a -200..
