Almost there Squawk7777

R24/0250N =

Visibility for Runway 24 is 250meters. The letter 'N' that follows means that there is no tendancy to change. There are others:

D= Decreasing vis
U = Increasing vis

The vis could be appended as with the following:

P0250 = vis greater than 250m
M0250 = vis less than 250m

There can also be a mixture e.g:

0250V0500D

So vis varying between 250 and 500 meters but with a tendancy to decrease and so on...

Hope this helps

To decode the METAR's and TAF's you may get a hold of a Jeppesen Airway Manual. Look up the General Folder

Section Meteorology
Page 41 and 42

The codes for the letter behind the RVR Value (Runway Visual Range) are:
U=Upward
D=Downward
N=No distinct change
The codes for the letter before the RVR Value are:
P=Plus (simply more than)
M=Minus (simply less than)

In the text part you will also find the full explanation.
Have fun reading.
